Erden Arkan, a businessman with close ties to New York’s Turkish community, pleaded guilty in federal court on Friday to conspiracy to commit fraud.

Gov. Kathy Hochul of New York moved to try to contain the fallout from the death of Robert Brooks, in which 14 corrections workers have been implicated.

Three of the 13 guards implicated in the savage beating of Robert Brooks had been accused in lawsuits of earlier attacks in New York prisons.
